Unable to log in (Error 200) - VPN connects fine

My game client is unable to login, I get the error 200. So far I have tried:
*forwarding all required ports to my PC.
*renaming the ProgramData folder and updating.
*allowing all ports required by ESO through the windows firewall / disabling the windows firewall and any anti virus software
*repairing the installation.
None of the above work. However, I am able to log in when I connect through a VPN. This makes me think this is a network issue. My isp is virgin media - any help would be appreciated.
