Defenition of a procset is that there´s a % chance for something to occur (by this defenition Viper isn´t a procset, since I don´t Think that something that has a 100% chance to occur Everything 4 seconds is a proc set). That would mean removing all such set containing a % chance to proc:
RIP to:
- All monster helmets (since all of them are technicly proc-sets)
- A lot of healing sets such as Spellpower cure.

Peopl Think that removing/nerfing procsets to the ground will make pvp better/funnier to them.......guess what : You´ll just find something else to complain/blame your Deaths in pvp for.
And zos never removes sets, they chance/tweak them. So procsets are here to stay.

In essence, proc damage sets are a very lazy and bad approach/design by ZoS as they thought these ridiculous sets, which promotes spray-and-pray, easymode/non-intuition and non-skilled play; would offset the sustain and damage nerfs in Morrowind in a good way.
Alas, ZoS got that concept totally upside down as it dumbs the game down.
I'll put this forth just to make it clear.
Proc sets aren't supposed to contribute to a huge chunk of damage in PvP, it should have been supplementary to all your other damage from class/weapons/etc abilities and not from some poorly thought out sets that randomly shoots out highly lethal damage disease spores/creatures from the ground underneath and such and such.
My take on this? Remove/nerf down proc damage sets in PvP.
Promote skilled play and educated intuition, not the other way around.
ZoS has to decide what will be the PvP, CP or No-CP. Proc sets are extremely strong in no CP and not so strong in CP campaign.
I guess they have to chose no-cp only because of the new players or only CP and then all players in Cyrodiil should be with max CP. Then they can think for balancing.
Right now they have to balance PvP, PvE, CP and NO CP. It is too much.
@BrrrofskiThey need to go in BGs. In CP PvP it's fine. But with no CP they are way way too strong.
