I have been getting logged out and re-queued when I change characters for about a week. Happened again just now.
There is no 'loading screen bug' - you are queued pending an available slot to login. Then you queue for character; and if I'm not mistaken, you wait for someone else to get culled before you can take their place.

The servers are quite fast today, I have 100Mbit/s connection at home, but Xbox showed peaks up to 160Mbit/s while downloading the update. Google fibe 1G upload 1G download speed if you want good game play you need good Internet I even did a post on the forms not to long ago showing video clips of me funny at 50mg upload and 28mg download speed and with me fighting 2 ppl with a small group need by the same was unplayable but then I showed a clips of me playing on my google fiber tanking with 50+ and almost zero lag0
