How will 'The Elder Scrolls Online: Morrowind' work with multiple users on console?

The title is the question, is the purchase of Morrowind linked to one's account or one's console? I would assume the latter, since it isn't a Crown Store purchase, but Explorer Pack and Imperial Edition Upgrade were both obtainable from digital console markets and didn't work like that.

It's listed as an add-on in the sense of consoles

Typically that has to be purchased by the gamertag

Now if you buy the $79 it includes the base game but seems to suggest Morrowind is still just an add-on

My experiences on Xbox one are that add-ons have to be purchased by each gamertag

On PS4, if the person who buys the DLC has that PS4 registered as her primary console, then anyone can play it. If she doesn't have that PS4 as her primary console, then only she can play it.
