Dragonknights stacking Max Health could create extremely powerful damage shields on multiple allies at the same time, making some encounters easier than intended. We’ve kept the damage shield strength on the casting Dragonknight the same, while making it less effective on allies.

The whole purpose of the build was to shield allies during high damage phases. The tank him/herself didn't need a bigger shield.

Best way to do it is to add a 30 secs cool-down on warhorn per group cast (after the effect is over)
After that, nerf penetration debuffs stacking: can only have Major and Minor Fracture/Breach now, and both values are reduced by 50%.
And just to balance the whole thing, cap mitigation at 25% at resistance cap

didnt they say they want health to be a more important stats, that not everybody should put all points into magicka or stamina?
now that just a bit more dk tank get interested in higher health then you have to nerf it?
