    Do you mean group dungeons?

Yeah, for a quest play through of that I would suggest trying to solo the normal version of it. Or asking some friends to help with it and let you explore and do the quest at your pace.

Using the group finder for a group with the intentions of going slow and stopping to read everything will most likely end badly. You might get lucky and run into others that way who are doing it for the same reason, or if you ask nicely they'll let you take your time to read everything, but it'd really just be a better experience to solo it or form a group of friends for that.

If you're on PC/NA then sometime I could help you through the normal dungeons for a quest playthrough of it at your own pace. I'm @AedricDaedra in-game

Trying asking them to wait, so you can enjoy the quest. People are generally accommodating.

This is one reason I definitely recommend finding a good PvE guild... not an elite one, but one where you can actually build up rapport with your guildies. If you're running the dungeon with in-game friends, most are happy to slow down and let you take in the quest.

Randoms, on the other hand, are usually people who have run the dungeon a dozen times as pledges. They're usually a lot less willing, though you can try asking up front for them to slow down. You might luck out.
    Living vicariously through my characters.

    My Girls:
"If you were trapped in your house for, say, a year, how would you pass the time?"

Nephikah the Houseless, dunmer assassin: "I suppose I could use the break. I have a lot of business holdings now that need management."
Swum-Many-Waters, elderly argonian healer: "I think that I would enjoy writing a memoir."
Silh'ki, khajiit warrior-chef: "Would this one be able to go outside, to the nearby river? It's hard to fish without water!"
Peregrine Huntress, bosmer hunter: "Who is forcing me to stay inside, and where can I find them?"
Lorenyawe, altmer mechanist: "And why would I want to go outside in the first place? Too much to be done in the workshop."
Lorelai Magpie, breton master thief: "I'd go nuts. Lucky for me, I have a little experience sneaking out!"
Rasheda the Burning Heart, redguard knight: "I would continue my training to keep my skills sharp."
Hex-Eye Azabi, khajiit daedric priestess: "I suppose it would be lucky, then, that I built a shrine to Mephala in my backyard."
Yngva Stormhammer, nord bandit (reformed...ish): "I hate being inside even when I'm not forced to be. GET. ME. OUT."
Madam Argentia, vampire dunmer aristocrat: "I suppose it would be more of the same. I have a rather... contentious relationship with the sun."
Mazie gra-Bolga, orc scout: "Uh... I'd have to house train my bear..."
Felicia the Wanderer, imperial witch-for-hire: "What Lorelai said."
Calico Jaka-dra, retired khajiit pirate: "This one would like a rest from her grand adventures. Her jewel shop runs out of stock!"
Shimmerbeam, blind altmer psijic: "Provided that I am confined to Artaeum, I do not think I will want for things to occupy my time."
Shauna Blackfire, redguard necromancer: "Sounds like paradise. I hate people."
Kirniel the Undying, cursed bosmer warrior: "I would feel useless, not being able to fight."
Echoes-from-Dragons, argonian who thinks she's a dragon: "All the better to count my hoard!"

(Signature idea shamelessly stolen from Abeille.)

    More than a little irritating

Play a tank or healer, tell people you're completing the quest: they rush ahead, they die. Or if uber-dps: they clear the way for ya (less likely in MW).

    Simple.

Because for many people its not their first run and they've done the quest already... As someone who has 12 chars I have to say that repeating the same quest can become quite stale after you've done it a few times.
If you want to experience the story, your best bet would be to team up with 1-2 likeminded players and do normal versions of the dungeons(since some of them have mechanics that prevent soloing, such as levers in ICP etc).

That's one of the reasons that while I'm still levelling I solo.

It's not just stopping to read everything, but also checking every bookshelf and opening every container.

It would drive most groups mad, so better to do delves etc at my own pace solo.

Public dungeons are interesting, but if I run into trouble and die I simply rez on the spot, run like hell to the skyshard I'm after, and then port out. :p

If your wanting to grasp a story group up with friends/guild members. Often you can get a group that will not rush you when they know you.
