Acceptable spell penetration?

What's the acceptable spell penetration? I know that meta is heavy armor, but also tanks are using shields. So I was thinking in switch Spinners for julianos. The thing is I want to keep an acceptable spell penetration to don't lose the balance thing that can be accomplished with CP, sharpened weapon, light armor, etc.
