Question about vet-level enemy defenses

I've read they have something like 18200 defense? If that's the case, does high penetration negate that? Say I have 4000 penetration (just for example), would it work out as
18200-4000=14200 as the defense?

Yes. And every point in penetration after 18200 is useless.
