House of Silent Magnifico - can't build in exterior?

So, I just paid a bunch of gold for this house, expecting to decorate the balcony. You can't.
Why? Every other house in this price bracket (and many costing far less) has ample exterior space. It's incongruous and renders what would be a decent house pointless.
(Also reminds me of that scene from Richard Pryor's Moving, come to think of it. I'd embed it, but it has some swearing.)

I did. In preview, if you use the entrance the balcony, it transports you back to the front entrance. I thought the preview was just glitched out like group tools, etc. I looked it up pics on ESO fashion after hearing the balcony was accessible in zone chat.
Regardless, whether you think it was my fault or ZOS's, having an expensive house like this without a proper exterior doesn't fit with other offerings.3
