Light Speaker set not increasing damage of Restoration Staff attacks

The Light Speaker set is not increasing the damage of Restoration Staff light and heavy attacks.
Light Speaker Set - Not working correctly
(2 items) Adds 1064 Max Health
(3 items) Adds 967 Max Magicka
(4 items) Adds 129 Spell Damage
(5 items) Adds 450 Spell Damage to your Restoration Staff abilities.
Other sets that have similar tooltips, like Spider Cultist, correctly increase light and heavy attacks, but Light Speaker is bugged.
Spider Cultist Set - Working correctly
(2 items) Adds 1064 Max Health
(3 items) Adds 967 Max Magicka
(4 items) Adds 129 Spell Damage
(5 items) Adds 450 Spell Damage to your Destruction Staff abilities.

✭It says "abilities" which I would take to mean the skills in the tree just like the passive for destruction staff that causes destruction staff abilities to ignore some of the enemy spell resistance.
I don't think it is supposed to affect the light and heavy attacks.0 -

✭it says "abilities", not attacks... there are staves (destructo) that specifically say they boost lgt/hvy attacks. The specific use of language is key.0 -
