Offhand weapon's damage and skill scaling

For skills that scales off weapon's damage (poison or acid, etc.) Will the weapon damage from you offhand weapon contribute to it?

For example in your character's stats window, equipping a two-handed weapon will always give you higher weapon's damage, because it only compares to the main hand 1-handed weapon, and the stats only reflects that. So does that mean skills that scales off weapon's damage will always do more when you have a two-hander equipped as oppose to dual-wielding? (assuming the weapons are of equal level and quality)

At CP160 gold weapons give you the following Spell/Weapon damage:
    • 2H = 1571
    • DW = 1335 + 1335*0.177 = 1571
    • DW + Dual Wield Expert 2 = 1571 + 1335*0.06 = 1651

So without the DW passive you should be getting identical spell/weapon damage from 2H or DW. With the passive DW gives a little more. If you can show an example where that is not the case some screenshots and details would help in determining how/why and for reproducing it.
