What is it with Spriggan's inferno staves?

I spent a lot of time hopping around guild stores over the weekend, and noticed something I can't figure out. Numerous trade guilds across Tamriel, from major guilds to smaller outfits in midsized cities, have listings for gold sharpened Spriggan's inferno staves, selling anywhere from 100k to 300k. Not Spinner's. Spriggan's.
Anyone know why this is? Spriggan's has zero benefit for a staff user as far as I can tell, and there can't be that many hybrids willing to shell out oodles of cash for this item. (Spriggan's doesn't even seem like an optimal set for a hybrid anyway.) Has anyone here actually sold (or bought) one of these?

✭Yes it is for the few players using Destro Ult on a stamblade or such and hope to get the 4th bonus while activating the destro.

✭✭✭✭It could work but it's sub optimal since it won't benefit from the set bonus or any weapon critical (it's elemental damage), you can't use anything but class skills from that bar and you can't recover stamina by HA. I've also seen staves from high health sets like Plague Doctor and Green Pact golded and posted for absurd amounts but MM doesn't actually list any sales.Beta tester since February 2014, played ESO-TU October 2015 - August 2022, currently on an extended break

Just a clear testament to how overpowered Elemental Storm is in PvP, and another reason it should be properly balanced.0
