In terms of content, id like mundas stones to be added to vvardenfell, non planemeld related guild quests for fighters and mages guild, the telvanni cephalopod helmet added to the game, and locked doors in cities and dungeons to be opened to help recreate one of the things the original morrowind was praised for, exploration, and lastely great hosue dailys
For performance, id like zos to fix the glitch where new characters created after morrowind will have 1 more skillpoint more than non morrowind created characters
Oh yah more housing slots
Edit: it's likely did will add new dailys for the currently unobtainable house hlaalu, redoran, and telvanni and I'm hoping the patch adds more to the game and I'm refering it to a content patch

We are long long overdue.Difficulty scaling is desperately needed. 9 years. 6 paid expansions. 25 DLCs. 41 game changing updates including A Realm Reborn-tier overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. I'm sick and tired of hearing about Cadwell Silver&Gold as a "you think you do but you don't"-tier deflection to any criticism regarding the lack of overland difficulty in the game.4 -

I would not expect Zos to add any content to Morrowind. Zos has not added any content to any zone since going B2P other than revamping the dungeons last year which did not add content, but merely has vet scale of some that did not have such a mode previously.
If they do add content to Morrowind great, I do not expect they will.0 -

as the current plan is to release a dungeon DLC next then this is what we will get...most likely one of them will be on Solstheim as the island is already there with some buildings, just devoid of live right now (I've paid it a visit)0 -
