Does physical penetration help dmg shields?

Does anyone know if physical penetration will help deal more damage against damage shields or is it like crit dmg where it doesnt affect it?

    Penetration and crit doesnt affect shields at all. Shields dont have any resists or mitigation other then from CP (hardy, elemental defender etc) Shattering blows however makes you deal more dmg to shields (also cp)

    Shield breaker set goes through damage shields and directly damaging health
