Do you have the same ultimate on both bars? I am not good with remembering skill names for each icon so am unsure on all your skills. Also what armor sets are you using or plan on using? Sets can make a big difference in what skills to use.

Edit: thought I would also add that since you are only using 2 abilities from the resto skill line that you should probably change 1 of them for dual wield or a destro staff. If you plan on ever playing as a group I would pick up healing springs, probably should either way.

never use 2 healing staff thats low dps output, which drags the fight and put more pressure on resource management and more uncertainties

at beginning u can try lightning staff + healing staff, when u get used to rotation / mechanics u can go for dual wield + back bar inferno

Skill wise for lightning bar = Blazing spear/Elemental blockade/Sweep/Radiant glory/Inner light
Skill wise for healing bar = Channel focus/ Ritual of retribution/ Rapid regeneration/Inner light/HtD
Ulti= shooting star for both bars

Vampire bane is very bad for soloing content that has trash reflective light much better
HtD is much better than harness magicka shield as it cost much less magicka, and it should heal for like 10k health non crit
Healing ulti is not need when u have heal staff use shooting star which gives u more magicka as well
Inner light + shooting star combo will give u 9% more max magicka, which means more resource and also higher damage

Stuff that I mention might be confusing for OP but when u play more u will understand that DPS is very important in this game and you will have to build around it, the more damage u deal the more jabs heal you period

I play a magplar healer. Two points:

1. Even though I live magplar, I don't instantly recognize all the skills from the pix. Recommend you update with their naimes.

2. Even though I'm a healer, I run a destro staff on one bar for several reasons. Elemental Drain is a superb skill (free, debuff, magicka steal, does not aggro foes so you can paint them all before you open fire, lasts a long time). Lightning staff heavy attacks are an area weapon - and a darn good one. Lightning staff passives boost ALL AoE damage (Sweeps, shards included). If you are thinking damage, the destro ultimate is a good one.

My slotting is quite different because it is focused primarily on healing/support so can't help you too much on magplar dps skill slotting. One thing that comes to mind is that, while rapid regen is a superb skill, you might consider Extended Ritual instead (more powerful heal over time, lasts longer, other benefits from the aura thanks to restoring light passives). Like many healers, I run both.

I'm assuming that the OP is trying to play as a healer - no need to use Resto staves or that many healing skills otherwise.
Recommend that you move one of your Aedric spear skills to your first bar, to buff your crit damage. Otherwise, have fun!

You should use FTC or AUI etc. to get some stats for how well you are healing in group dungeon runs. I'm not a healer and don't know what a decent skill level is, but I'd guess you should be trying to get at least 20k heals per sec AND some damage during boss fights. (That's not GOOD, just bare minimum).

300cp is not the end goal. It's when you start trying out for trials.

my solo build:
Dual-wield bar: Inner light, Structured Entropy, Breath Of Light, Radiant Glory, Puncturing Swep (spam), Soul Assault ult
Resto bar: Purifying light, Rapid regeneration, Aura, Rune, Combat Prayer (or Rapid Maneuver for questing), Shooting Star ult

i don't use AoE skills except Sweep, cuz im bad at perfect rotation, so it's better for me to just sweeps all the way, then Radiant. Only one regen glyph. Sustain comes from Aura+Rune+resto heavy. Rapid + Rune helps a lot for charging heavy while boss (worldboss) attacking you.

I'd swap your offensive resto bar for either daul wield to boost spell damage, also use dawnbreaker or meteor ( you might think dawnbreaker is strange but it's not as it scales of weap damage or spell damage depending on what is higher)

Or as people above have suggested you could swap to using a destro staff in front bar which would allow you to use destro ulti which is very good for solo

There are some things you can easily get. Search for a Crafter, he can craft you 5 pieces Kagrenacs (best allroundset for Templar i think) and 3 pieces of another set like Seducer or something what gives a bit Damage. Then you buy 3x Willpower Juwelry and craft Spellpower.
The crafter should you make 2 Staffs for the set you want to use until you have no vMSA weapons or something better. You need a sharpened firestaff and a healingstaff (i prefer precise). You should have a lightningstaff too, to go later in dungeons as DD too..
This cost not much total and you have a good startersetup without farming! Later you should try to get good monster sets and vMSA weapons..
You should waer 5 light, 1 medium, 1 heavy to get later the undaunted Bonus. Munusstones that for crit, i think it was "The Thief" or "Shadow", but you can take Atronarch too, if your reg is to low..

You solo build

1th bar with infernostaff:
Reflective Light, puncturing sweep, elemental blockade, inner light, purifying light ULT: elemental rage

2th bar with healingstaff:
Breath of life/honor the dead(i prefer last one), blazing spear, rapid regeneration, channeled focus/restoring focus(i prefer last one), extended ritual ULT: Light's champion

You need to often heavy attacks without support and use your Magicka pots for reg, krit and more spelldamage on cooldown. There are some guys, who sell this pots cheap.

Have fun with it.

When I read "solo build" I usually think at either:
1) PvP, usually open world
2) vMA

There is little reason to "build" for anything else since:
1) You are either running instanced content, that requires group support or synergies
2) Or running overworld content that can be done just spamming light and heavy attacks since the mobs die so easily.

What is obvious from your par setup is that you are running restoration staff on both bars, which is not optimal for any build, especially Templar which can self heal pretty effectively with own class heals, some of which can also do a lot of damage. Another obvious problem is there's no source of either major sorcery (I doubt you use potions, so I suggest you use Entropy or morphs for that) or major prophecy - you should have inner light on your main bar because it also gives you +8% magicka from both the skill itself and the skill line passives; also adds a bit of recovery trough the same passives. Rapid regeneration is pretty useless when running solo, if you want to run something more suitable you can try Healing Ward which also has a shield. On paper Dampen Magicka looks good, but in fact you won't notice the difference from that extra 12% strength if you are running 7 light vs. just 5. Light's Champion is a good but niche ultimate - it gives you a nice heal and major force, but when running solo that's not particularly useful since there are precious few DPS skills to boost. You can try an offensive skill, like meteor (once you read enough books) or one of your class ones, like Solar Prison, or Empowering Sweep. Reflective Light is better than Vampire Bane in terms of DPS because it can hit up to 3 enemies and set them on fire. Javelin is pretty useless in PvE since you don't really have a lot of enemies that need to be knocked down and in fact you may end up knocking them from your own AoE. Radiant Aura is actually a good skill to have since you will recover magicka while hitting enemies with magical & elemental abilities. Dark Flare is useful, but mostly for PvP since few PvE enemies actually self heal; the cast is also pretty slow and although the tool tip is high it doesn't actually translate to high DPS. The empower is not that useful since you can also get that from one your mages guild abilities, trough skill line passive. Total Dark is useless in PvE and for PvP you should really pick the other morph for the increased damage.

So I will baskically keep just Radiant Opression and Puncturing Sweep from your current setup. I would opt for a destro/destro setup, with a lightning staff on back bar and a flame one on front bar.

You will go like this: cast Channeled Focus to gain recovery and resistance, cast structured entropy to gain major sorcery, cast reflective light for DoT and minor sorcery, debuff the mobs with Pulsar once they are in range, then cast Blockade of Storms which has a chance to set them off balance and affect them with minor vulnerability, swap bar and go at them with Puncturing Sweep. They should melt pretty quick with three DoTs a health debuff and a damage debuff. Simply finish off the tougher ones with Radiant Oppression and if you need a ranged interrupt on casters use Crushing Shock. Note that you need to slot at least a destro staff ability on each bar to benefit from the skill line passive. http://elderscrollsonline.wiki.fextralife.com/Ancient+Knowledge You can replace pusar with a DoT ability like Ritual of Retribution or Blazing Spear. Note that the latter doesn't stun anymore - you can pick Luminous Shard for the utility if you want a stun.
