It'll be fine. That skill line levels as you gain experience, so it'll keep going until it's done, even after your character level reaches 50.

I think at level 30 my character and racial levels were even.

I think all of this is 'over-thinking' on ZOS' part. It's another case of the, "Don't fix something that isn't broken" mindset that apparently they do not have. Or perhaps it was, "we need to justify this position, so let's give them something to work on before corporate tells us to eliminate another underutilized position."
