(Though to be honest - I am wholeheartedly against slavery in the TES series, it is why I hated the Nords in Skyrim - I hope at some point in one of the future games we can eradicate it.)

Oh, they do, dating back to at least the Merethic Era when they began conquering Skyrim and forcing Falmeri captives to build their stuff, especially the city of Windhelm (Songs of the Return). There are all sorts of implications about the nature of the Dragon Cult as well (especially in concept art). As late as the Fourth Era we have characters like Thongvor Silver-Blood planning to capture Reachmen and force them to labor in their silver mines. The Nords have a history of making slaves of their prisoners, especially prisoners of war.
