[XB1] Bugged Master Writ, or just ZOS being ZOS?

I have a Sealed Woodworking Writ with the following requirements:

Quality: Legendary
Trait: Charged
Set: Armor Master
Style: Daggerfall Covenant

Legendary item from 9-trait set located in Imperial City (DLC PvP zone).

Want to guess how many Writ Vouchers it's worth?

I find it hard to believe that this is correct. I doubt I could give the damn thing away--who's going to use 8 rosins and venture into Imperial City for 11 writ vouchers?

For comparison, I have a Sealed Clothier Writ: Legendary Arm Cops, Shalidor's Curse, Well-fitted, Xivkyn ... worth 81 Writ Vouchers. So that's an 8-trait set in a base game PvE zone from a motif worth about 4 gold, and it's worth ~7.5 as many vouchers?

It boggles the mind. Did a zero get chopped off the end? 110 Writ Vouchers seems reasonable.

    i think the formula behind drop rate and quality of droped master writ is broken,

    if it would like zos stated then 9 trait legendary should give at least 90 vouchers (number of traits, number of achievements , number of known motifs )
    my master crafter character if get any its 2-12 writs , my just for gathering materials character with no knowledge in crafting except crafting lvl for top materials gets writs like 40-320 ,

    from my perspective it looks like the more you know and more experienced you are you get less

    Unfortunately, the value of the Writ is random and we have no control over what comes out of them.

    And maybe I'm just a jerk, but I got a good laugh out of that. "It's random and we have no control over it" seems like an appropriate description of most the game.

    its like we have coders out of tesco summer sale , they gone and we dont know what to do anymore, programming such function/procedur now kids are tought in low grade school classes :D
