Beekeeper, Orgnum's scales, Troll king. I don't remember all of the racial passives but whichever has health regeneration for a passive, too.

Just keep in mind it's an extremely niche build.

Orc and Khajiit have passives for health regen, but Orc would be the obvious choice between the two for tanking.

Nord with damage reduction and health regen.

Orc with healing and health regen.

Just like other resources, yes, it does. On your character sheet, your regen numbers are in combat and out of combat they increase. I'm not sure by how much but it seems about double.
