Daily, we see requests for class build guidance here on the forums, on our social media channels, and even on the ESO subreddit. The demand is especially high any time we release a major update. With the launch of ESO: Morrowind right around the corner, it seemed like the perfect time to pull the trigger.
We know there are quite a few very talented class build creators out there, and we look forward to seeing your submissions!10 -

✭✭✭✭✭There are some community members that will be missed this patch . That makes getting solid information more difficult for people tuned in to YouTube and Twitch for advice . But I'm sure guys know there are some really good theory crafters Ingame that do not stream . I've been rekt by a couple already for daring to go in Cyrodiil unprepared . I'm catching up now but they are out there . They make builds you probably didn't expect that are not diluted down yet . It would be nice to see some of them step in for a change . Some have but more would be nice .2 -

I mean we can look to players like Alcast or the Tamriel Foundry forums to see builds which are designed for the best min/max however they're rarely that interesting or break away from a set ideal because they're the most optimal builds.
For example stuff like a Sorcerer using Netch's Touch and Overwhelming Surge makes an interesting "lightning specialist" but wouldn't be considered viable by the community for a lot of end game content.

Viable just means able to do the content without undue strain. Sword and shield hybrid dps with crystal blast as your spammable is not viable, but what you described certainly is.
I'll be submitting a few theme builds myself, including an archer build or two. Maybe some of the community salt over bow builds will settle.1 -
