Launcher freezes while "Applying patch"

Hello,
I'm on PC, North America. Trying to download the PTS. My launcher, after verifying, proceeds to "Applying patch". However, after a few GB, the progress keeps getting "stuck" at the same location, at 29998.15 MB. At this point most programs on my computer start to run slowly and freeze up, but the launcher itself is still responsive (can open settings and other things within launcher). PC has even crashed a few times after this "stuck" point.
Tried uninstalling and reinstalling the launcher and had no success. I have an active subscription and would really like to get this figured out ASAP. Thanks
