There's something funky going on with dungeons. For one thing the scaling boost for health is much higher than I remember it. My Warden is running around in the overland with ~ 20 K health. In 4-man dungeons it's getting boosted to 35 K. I don't remember the extra dungeon health boost being that high before.

No. They've always had different CP160 scaling formulas for low level players for overland, dungeons and of course the Cyrodiil battle leveling. I just don't remember the dungeon boost being this much extra before. And 20 K going to 35 K health just ain't happening due to group buffs.

No, dungeons and overland have had the same scaling formula since overland has had scaling (tam1). Cyrodill gives you an extra ~5k health.
