A few questions I have about stats.

I'm a max lvl stamplar with 523 champion points.

1. What numbers should my physical pen be at for pvp and pve?
2. What numbers should my weapon damage, weapon critical and attack power be at for pvp and pve?
3. What numbers should my physical resistance and spell resistance be at for pvp and pve?
4. What numbers should my health and stamina be at for pvp and pve?
5. What numbers should my health and stamina recovery be at for pvp and pve?

If there is a website that could answer my questions, then let me know. Thanks.

TESO needs a wardrobe system badly. Something similar to WoW's tmog system would make this game one of the best mmorpg out there!

Is there a website that helps out with this?

Well there's no real "your resource should be this exact number, if it's not this number it's bad". There're some guidelines but I'm not into stamina so can't really tell you much there unfortunately. Probably only 100% answer is your PvE health should be somewhere in 17-20k range for more challenging PvE content, this is a must because less gets you one shot, more is losing valuable resources for non essential stat.

For PvP there're a bit more options generally, for PvE there's normally a meta using specific sets which combo results in desired result.

You should check out some guides, Alcast has good ones. He has a stamplar PvE build for Morrowind already I think, not sure on PvP yet. Please don't repeat the mistake a lot of people make and blindly copy down a build though, try to understand why each of the skills and armor sets are used there, then you'll have a better grasp on it and easier time adjusting it for your needs. Remember, in the end of the day your resources should be at the values that let you complete the content you aim for effectively, not at number X because site Y said so.

If there is a website that could answer my questions, then let me know. Thanks.
    For PVE DPS:
    1) You want 18200 total penetration for normal mob PVE. Depending on content this changes how much you have to bring. You get 5k from Major Fracture that the tank brings and another 2500 from someone in the group having NMG. If those are provided for you, you only need to bring about 10.5k yourself. Only need about 12k pen total for most fights in vMA.

    2) Around 3k Weapon Damage, around 70% critical, not sure on attack power haven't really looked for info here

    3) As the preference tends to be stacking CP for specific straight up damage mitigation from the Magic/Elemental, Physical/Poison, and LA/HA nodes, these numbers are often ignored but higher will improve your survival.

    4) Health: ~20k after food buff, Stamina 35k or higher after food buff.

    5) These are not stats that stamina DPS generally look at as it's every 2 seconds. So 2000 stam regen (a high number) would translate to 1000 stamina a second or about 1/3 the cost of an attack.

    For PVP:
    1) Penetration is important but as your going against player armor you'll find it inconsistent. You can never gain more damage than when you've reduced the opponents armor to 0. Also damage shields ignore penetration. However, heavy armor is really good in PVP against which penetration is really good...

    2) As high as possible for weapon damage, the standard trait on armor reduces the effectiveness of crits so this tends to be ignored in PVP, no data on attack power again as it's not a common topic.

    3) As high as possible. Mitigation in PVP is key to survival.

    4) Health as high as possible. You'll want an effective pool of stamina still, so 25-30k.

    5) Not enough data to respond here as it's generally not a significant factor in PVP discussions.

If anyone disagrees with my quick assessment please reply and correct my understanding. I only know approximate values for generic Stamina DPS builds based off my own experience and what I've seen on the forums.

If you want Tank or Healer numbers you should call out your role as well so people can target their answers for you.
