So is the 10% max health oblivion damage effected by damage modifiers? Like minor vulnerability? If so doesn't that sound a bit op?

✭✭✭✭✭Nope. Oblivion damage bypasses normal damage mitigation. Most of the damage resist debuffs don't actually increase your damage, they simply decrease your opponent's ability to resist it.
That said, buffs that increase your damage output, so, berserk, should apply to it.0
