It's 2 secs afterwards where you can't use skills, that I am struggling with. Is it about timing and positioning.
This ability and its morphs now have 0.2 seconds of animation blending time at the end of their cast.
Increased the cast time of this ability and its morphs to 1.2 seconds from 1 second.
All cast time and channeled abilities have 0.2 seconds after their cast is complete where you cannot cast another ability while the animations complete. This change makes Dark Exchange consistent with them. Adding an additional 0.2 seconds to the cast time of these abilities reduces the amount of resources they can generate when cast quickly in succession, and grants enemies more time to interrupt them.

I'm really not following your math. At all.
But I've used DE since the patch, and didn't really notice a difference. Of course, I was busy trying not to die and so didn't have my stopwatch out, but all seemed fine.
I think the point of the .2 addition to the animation was simply to make it more visible to our opponents in PvP. Not a lot of counters to DE/DD, and none at all if they miss the hand-wave. So now the hand-wave is a tiny bit longer.

Okay before using another skill there a 2 sec cool down so I was getting frustrated at the skill. I am not talking about the 0.2 , but 2.0 secs afterwards.

Yeah I seem to read it wrong . I suppose I am struggling with 0.4 secs of gameplay. Ridiculous as it may sound, I was having trouble in trials with this so I was geniully looking for help but what should I except from the forums . On point I found myself struggling to keep people alive and cast orbs in the trial. I just wanted to know what I was doing wrong so I could help people. It was just a normal trial... I can't see myself doing veteran or anymore trials anymore... this is frustrating.

regardless, trying using 3x regen glyphs and orzorga's red frothgar (+hp / mag recovery) to sustain better. heavy attack with resto staff also restores a crazy amount of mana

At 2200 + magicka recovery with the witchmother brew. I am trying extemly hard to keep people alive, but I don't know if it's me. If it's me, I could change. But people are dying faster, and getting one shotted, so I don't know what to do . I am using the orbs till I running out of magicka heavy attacking, but something isn't working. I mean last week I did veteran trials this week... I am questioning if I can even do normals anymore.

buffed or unbuffed? i have 2700 recovery unbuffed and that was okay when i was doing vHoF on PTS.
you cannot really spam orbs anymore as they are extremely expensive. costs the same as a breath of life for me.
can't heal thru 1-shots and i think you should also remind people to stack within the radius of a springs. just make sure you have a springs down before tossing buffs. a good practice is to springs before you barswap

I see might be too low then it's 2300 buffed, but will keep note of the other things mentioned.
