Well, there's staff heavy attacks (especially restoration staff heavies unless they changed something now), spell cost reduction glyphs, you could use the now slightly nerfed Elemental Drain, if you're a sorcerer then you can convert stamina into magicka with Dark Conversion, Harness Magicka gives magicka back too... And the Atronach Mundus gives magicka regen. Crafted Seducer armor would be another option to help with magicka sustain. I think there's also a Templar skill that gives 8% magicka regen but I can't remember the name of it. Also, vampirism gives regen passives as well, but you should get vampirism very early because it takes time to level it.
