The answer is Zos could have charged us £75 and tossed in the extra character slots, since nothing is free. Then they'd probably sell less copies. Better to make it ala cart and let us decide if we want to buy an extra slot.

People who bought the collectors edition did get something extra. They got the armoured horse, spider pet, Morag Tong conversion, grey bear and the emotes.
If those were not the extras you personally wanted you had the option of buying the standard edition and putting the remaining money towards thing/s you did want instead.
