Pre-ordered on Steam; in-game 'Morrowind Chapter is not enabled on your account'

Can't access it despite pre-ordering a few days back on existing account linked to my Steam account. Never had issues with things like Crowns before.
Anyone having this issue or advice on things to try?

DarkIntention✭✭✭go to DLC on the game page from your library and make sure the content for morrowind is checked off in the boxes. it might have to be manually activated in Steam like other dlc's do sometimes.0 -

Belidos✭✭✭✭✭IF it's like expansions for other mmo's then when you purchased it you should have got a code notification popup when you first loaded the game after the patch, you take that code and enter it into the code redeem part of your ESO account page, once that's done it should be active.0 -

It works now. Tried restarting Steam, ESO a few times. Launching ESO through Steam correctly displayed the Morrowind upgrade the second time around for whatever reason after failing the first.
I used to launch directly through the ESO 64 exe file via a shortcut while running Steam in the background, which always worked (e.g. with my Gold edition upgrade, Crowns). Apparently that's no longer the case. It only works if I run the launcher via Steam and then execute. If I just launch it via shortcut, my permission seems to be revoked. Odd, but not game-breaking.0 -

If the DLC doesn't install make sure you uncheck the box and check it again and the perform verify files.0
