Morrowind early access question

I've been away from ESO for a few months and just found out about the early access for Morrowind (http://www.elderscrollsonline.com/en-us/news/post/2017/05/10/eso-morrowind-early-access-details).
I have a question: if I buy the Morrowind upgrade today, am I able to play it today with early access once the servers are back up? Or would I have had to purchase the upgrade prior to today?

    Well not right now, the servers aren't actually back up yet...

    I just had to request access through support due to having a physical collector's edition copy. Does anyone know how long it takes for them to get back with you to grant access?
