Definition of a "melee attack"? (Question about Imperial passives)

The Imperials have the following passive: "Melee attacks have a 10% chance to restore 6% of your Max Health."
So what do they consider a melee attack? Is this traditional weapons only? Does it include staves? Does it include spells?

I tried to find the answer with a search before posting this, but couldn't find anything.

    From my experience, it means stamina based attacks and physical, disease, and poison scaling ultimates.

    I remember bow attacks used to proc this, but then they also used to proc viper, which was said to be a bug and supposedly fixed by ZOS patches ago.

    To give you the clearest answer: surprise attack yes, concealed weapon no. Uppercut yes, force pulse no. If it scales off of stamina and weapon damage, most likely yes.

    Stamina melee weapon light/heavy attacks and any stamina ability with a tooltip range of 8m or less.

    btw have not tested now but long time ago in a Galaxy far veiled strike was melee (tested on redguard passive) i don't remember if it had stam morph that time or all were magicka.
