Yes. I've gotten more than this on a "usable" build. But only because your definition of usable build is something you can Zerg surf with, which is basically every build ever.
I'm not knocking you, but calling this build usable is basically a joke, you're not winning fights against opponents that are aware and even remotely competent

Haha. I just spent the last 90 minutes soloing. Took 5 resources, filled a kill 20 and did all 10 Chedynhall quests because it randomly sounded fun.
I did fall into one Zerg that took Bleakers so, guilty?
You're so incorrect it's silly.

Questing in towns is about as skill intensive as Zerg surfing.
I'm not knocking you, glad you can enjoy playing a build like this, but it really seems like you want to play mag sorc. That's basically the only class than can double bar 2 skills and still be effective.
If you're looking for the highest possible numbers, you can easily top this with imperial physique and not need all those bar slots for redundant skills.

Questing in towns shows nothing. I agree. It was what I just do happened to do today in between taking a bunch of resources and fighting people. I do it so infrequently that I just got the achievement for it today.
But regardless of how you want to sugarcoat your absurd statement that's completely false I don't want to hear it. Unless you are the absolute best of the best I would wipe the floor with you. You've been busting my balls on here for some reason for like 2 years now.
I'm done listening to your nonsense. Enjoy the high horse you sit on. You literally know nothing about what you speak.
So do you actually know and hate one another that would cause you to be so horribly critical? If there's nothing personal going on then say "nice one" or words to that effect, or go the other way and give build advice, I don't really get the willy-waving tbh.

Because some people think they're a navy seal because they watched a martial arts scene in a movie once. If delusions could manifest themselves in reality I'd give the guy a cookie, but in eso you can't just jack up 1 stat and rule the game. <-- something every compotent player knows by now. I'd leave it alone, but once the look@me parade begins all one can do is hope some critizism will bring about OP's much needed paradigm shift. Lying about it does him more harm than good; and it goes without saying ignorant lurkers might mistake you for being serious.
You're not actually serious, are you?
On topic: That's pretty cool OP but what do you mean by usable? I wouldnt say usable as you're limiting your potential by shifting so heavilly into 1 combat modifier. It is definitely novel, at least.

How about you catch me in actual battle instead of your dueling set up.

This is a BURST BUILD. Not a low magick low damage sustain build. Not to mention with all that magick hes pumping out massive defense (long as he shielding) and huge damage, not as effective damage as if he were to pump spell damage no. But still huge numbers.
Whats funny here some think he somhow cant be effective 1v1or 1vX, even against competant players. Thats rediculous. Mag stacked magplars are incredibly effective, there will always be certain builds that could counter his set up, but this is solid.
So yes stacking one stat can be effective, the goal here is killing before his opponents can defend, hense....BURST. magplars are very bursty, more so than even sorc id say, not many players know how to play a bursty magplar though, too used to the common playstyle you always see
