I swear I "thought" I heard, in one of the prior ESO lives, that they will be working on some sort of incentives to promote small scale in Cyrodill. Something like where you get some sort of quest that directs you to a random location in the map that has several resource nodes. This also could be a total dream that I had, and sort of dismissed it over a long time.

Anyways,

To make it relevant in Cyrodill. You take the quest from one of the NPCs in your home base. The idea is , for your general to be able to build more siege weapons they need resources. And you are the chosen do so. So you pick the quest and you get a random location in Cyrodill in order to go and gather what is needed. While at the same time "some" players from other faction get the same location from their quest.

What happens is only small number of players from each faction end up going to the same location to get the resources to support their faction. And the magical small scale pvp happens.

I don't really want to push the envelope here but, you could also make it that if lets say EP player already looted the resource then if killed by another faction then the other faction player could loot their body for the resource.

The reward for the quest could be AP or Gold.

One issue I could see is, this quest could encourage adorable PVE players come to Cyrodill for the daily quest. leaving them to suffer in the hands of scary PVP wolves. which will hopefully encourage some more awesome PVE folk to get in to pvp and become better. And.... since the locations are random hopefully only small amount of players would end up going to the same spot.

I feel like we would need some sort of incentive to go to Cyrodill, especially when BGs come out...
