What you can do is take your current character with the new player towards an other alliance, even if you're both having the same starters alliance. In this way you can do the questline both.
Starting a new character would be the other option if you want to do the quests already completed, and even if that doesn't sound appealing at first it can be worthy later on. As for levelling skills like crafting, horses, I don't got those on most alternative characters either, as they're secondairy towards my main anyways, and can be bothered to level them all day again.

I never thought of that. I'm done with all the areas for my main Pact faction, and about halfway through the areas for Covenant(I think, whichever one has Glenumbra anyway). Where would be go to start the 3rd faction?

But keep in mind that you can do PvP together only if you choose the same alliance. Otherwise you will have to fight each other
