Flurry OR Bloodthirst Vs Surprise attack?

Having a conversation with people about what is better.
I say Bloodthirst/Flurry ( Actually even Bloodthirst is better ). The DPS on a dummy shows Surprise attack is more BUT if you account for it providing major fracture... it's still only like ~800 more. Now, if you have major fracture on an enemy and use Bloodthirst, it's higher then Surprise attack, by about ~1,000.
Yet, people still argue Surprise can be better. Why?

Bloodthirst is a good option, has a heal associated and procs wpn enchant and poison. Paired with NMG and a crushing enchant + mark target can give you great numbersSarcasm is something too serious to be taken lightly

✭For pvp, flurry gets mitigated twice with cp. Hardy and thick skinned, so there is that. Surprise attack does a lot of a night blade in PvP in one skill. Can't beat it.0 -

With SA you get heavy damage heavy defense and breaks there defense .
Flurry big damage

✭✭✭✭If you're in vMA, 5k less resist > a few hundred more dps.
If you have a tank, flurry. Doubly so if you have vma weaps.0 -
MaselClass RepresentativeSurprise attack all the way, especially in MW. Sustaining a vMA DW rotation is very hard in Morrowind, whereas a Surprise Attack Rotation can afford a few heavy attacks in it. Having two vicious ophidian on the front bar is pretty much mandatory so you have the 5-piece on the bar with your spammable.

Its also gets boosted twice and your going to have more into dot damage than someone will have thick skinned...
In pvp burst is key so SA
In pve dps is key so flurry.PS4 EU DC
