"Balancing" is fine, except for when it's one-sided. This is especially true for PvE.
Currently, in live, vMA is hard enough as is, vMoL even worse due to coordination. All the vet trials are pretty challenging, and vHRC HM, vAA HM, and vMoL HM are still out of most player's hands. Stamina is pretty much non-existent, and people consciously make racial choices not based on what they want to play but how much damage they want to deal. In live, "balance" is pretty much stacked in favor of the "E" in PvE.
Why, then, did stamina receive much more of a nerf than magicka did? What's with this complete removal of sustain and therefore dps? What's with this huge shift of focus to clunky heavy attacks? I understand that it's for "balancing" purposes, but it's such a drastic change with absolutely no change to the rest of the game's content. ZOS, you completely nerf the "P" in PvE, yet leave "E" untouched? Where's the balance in that? Completing vMA in the PTS is now such a pain in the arse that even the best of the end-game raiders don't want other people to suffer through it. Heavy attacks flood all content. It's all an annoying crapfest of boring "hold your mouse button down and hope for the best because if you press any key from 1-5 you run out of resources".
See, here's the thing: we'll adapt. We'll get used to it.
But we won't like it.
