LAG, network related lag, no hardware issues, just lag

Anyone can advise what is this lag?

This is pathping, an average ping from my PC over 250seconds.
I'm going through whole UK at 14ms AVERAGE, then on the German side it changes into a massive lagfest.

I have no problems with any other games, like Battlefield 1 which on average I get 19-21 ms on servers in Germany, France, Spain
Italy is a bit further for an example I'm getting about 30 ms on servers in Italy.

ESO is just getting worse and worse, Now they want 30£ for upcoming DLC wile the old game degraded in terms of network performance over the years. I stopped the subscription already with so unpredictable pings and packetloss I can barely pull 25kDPS while I was able to easily do 40k before this year. Now the ping averages 90-100ms every day.

94% packet loss after my signal leaves London and arrives in Germany.
I'm on fibreoptic, 78Mbit/18Mbit. True speed is 65/17Mbit and pings at 14-15ms. Cable network, no wifi on the router. Got full 4G mobile network signal at home so no point to decrease network security with active Wi-Fi on the router. CPU load from the game at 30% peak at 40%, GPU never goes above 60%, so no hardware issues... I am just looking for explanation, what is causing the problem, the game is really not worth playing anymore once you get nerfed like this, it's unpredictable. There is no consistency, basicaly unplayable.

It would be fine if I would never experienced the game in better network conditions, I would have nothing to compare it to, but when it degrades in such bad way it's just noticeable straight away, seems like it started at the beginning of April...

    I'm not on your sever or a network expert, but having played for 2+ years it's my experience that the servers go to crap about 30'days before every major expansion/update. It's like clockwork...and indeed all of a sudden performance in PS4 NA Scourge went waaaaaay down last week amd started producing lag I haven't seen for a while. In PVE I walked around Elden Root for 3 full minutes with no walls or floors.

    I've never heard an official explanation, but there has to be some sort of technical reason for it. Maybe they reduce server capacity to do maintenance/upgrades right before the heavy traffic from a new release.

    Suddenly it is like you have some sort of graph and you just add extra constant 50ms to the function, the worst part it's sprinkled with a lot of packetloss. All I want to know is where is this problem originating. I do not like to not know things.
    I want to understand the problem and find the solution.
    I have been subscribing since it has been released, because I thought that the content provided was worth it. Since April it is not worth paying for, simple as that, the quality of service is just not good enough.

    I just want to make sure that I'm reading the data correctly...
