Like say for Skyshards and Lorebooks have a toggle (per zone) if you've already unlocked the achievements.
Or at the very least have an NPC sell some maps/books once your main has unlocked the associated achievements.

1st world problems when you play an rpg and need the game to do half the work for you. Does no one ever remember playing games like zelda or mario on n64 etc when you didn't have this info. Internet generation is the laziest race on earth.
as stated ... its a microsoft/sony reason... the add-ons would have to be able to break their code which they wouldn't want... On PC there is no "middle man" to go through, so add-ons are between the user and zos where as with console it goes .. user - host ( sony/microsoft ) - zos

Then why do Sony and Microsoft allow player made addons for Skyrim and Fallout 4?

Those are mostly static games, that won't be receiving updates and dlc content on a regular cycle forever. It's easier (for both the companies and the player addon creators) to commit to the QA and certification process for a game like that than it is for a game that will be patched monthly with add-on recertification needed for new content several times per year.
Fun fact: addons are optional, you don't have to install them.I'm 100% glad there are no addons. We all play the same game the same way, as for all the junk flying about on PC players games, its horrible.
