PC EU: New character not levelling properly?

How did this happen? This character, in this screenshot, was trying to find Wormwood Depths to do The Tharn Speaks. I looked at the level and thought they were mistaken. The screenshot proves not. In addition, that character has done two dungeons, a dolmen/dark anchor, a delve as part of the Friend in Need quest and general running around quests. All that, and still only level 10?????
They had been complaining they seemed to do an awful lot of work for an awful small reward. Now I understand why. We have tried to submit a ticket, but this is virtually impossible with the new setup. If we go to character issues, we get told to go to the forum. There is no way to submit a ticket with a screenshot that we can find. I did suggest he use the ingame /bug but I don't know if anyone sees those.
Who can we speak to about rectifiying this? Or are there any suggestions about reversing what seems to be a negative levelling buff?

    So far it seems to be a problem related to that particular character and not the account. He made another character, which I took to a dolmen, and she levelled as you would expect. When I took Acevyn to the dolmen, she did not level, which surprised me but I thought maybe she was at the very beginning of the level bar.
    We will try some more experiments with the other character later when they can play again.

    If memory serves, I've read reports about this happening during the past couple of years, but I don't know how the matter has been addressed. Evidently, whatever flaw(s) in the software that cause the behavior that you described have not been corrected. I don't know if the Support - Knowledge Base has advice about this issue. It uses the most primitive form of searching for text, called "keyword search", so it tends to be time-consuming to research anything with it.

    It might be possible to find a remedy for the issue by using Google, or your favorite alternative search engine. Just begin the search string with eso. For example: eso experience points or eso character leveling stopped ..... You can also begin the search string with teso instead, which will produce most of the same results but perhaps a few that using eso doesn't.

    In-Game Feedback
    After a player uses the <F1> key in-game, and selects the Customer Support icon from the set displayed on the upper right, they can choose the Feedback feature to report a problem in-game. It has an option to attach a screenshot, but no way to choose which one to attach. If the player check-marks that option, then the game client automatically selects the most recent screenshot that has been added to the Screenshots folder when the player uses the Send button.

    Before using the in-game feature to send Feedback, a player can edit screenshots with an image editor such as Microsoft Windows Paint, for example, to add a comment or a mark to point at something. The folder is located, for example: C:\Users\UserName\Documents\Elder Scrolls Online\live\Screenshots (Windows Explorer shows the folder "Documents" as "My Documents" but the actual pathname is the example.)

    A Customer Support staff member reviews the Feedback message and the attached screenshot. They choose whether to forward the report to the ZOS development team, or to other ZOS personnel. In my recollection, they have never sent a reply at any time to an in-game Feedback report. For all I know, they discard most of them. They will almost certainly do that when (in their judgement) the player doesn't include enough information to at least show that a bug might exist, let alone enough to enable a programmer to verify that the bug does exist. Also, probably managers have told them to not forward "feedback" about "known issues". .....

    I guess nobody's even going to look at this problem while the game is so unstable and people can't even log in :(

    Ok the sorceror character has the same problem: after level 6, has donequests up to level 20 on the main story, but not levelling. :(

    I have to wonder whether that particular quest line is bugged. Things have changed since I started playing, but we used to get main story quests every 5 levels, not one after the other at level 6.
