In the game merida tells you the city was devoted to her and inhabited by alyieds... but why is everything in the city including the doorknobs and statue hircine related?
Maybe it was Meridia-dominated but Hircine had some minor status too? Sort of like people revere the Nine but might follow Akatosh above the others. Or maybe she took the city from him and left the statue as a sort of trophy?
There's a similar oddity by the Font of Schemes crafting station. It's in Coldharbour proper, but there's a statue of Clavicus Vile for some reason.
Another hallowed city thing i noticed is two statues of nords near the bridge its like ayleids dont come off as the kind who erect statues of nedic enemies... but so far can't find any lore dialouge or anything supporting the hircine part. Unless it was a lazy last min change to have meridia istead of hircine so they didnt have to make a unique model with a deer head

Interesting, stray detail about the Delodiil lorebook. The other city, is named Abagarlas. We don't know exactly where Delodiil was, but Abergarlas exists in Oblivion. It's a deeply buried Alyied ruin on the shores of the City Isle. (Very close to where the Imperial City Prison sewers let you out at the beginning of Oblivion, in fact.
