Litany of Blood still bugged in places?

Essentially title; I know there was previously an issue where the target NPCs would alter or not spawn (which was allegedly fixed) but I'm 2 away from completion now and wondered if anyone else was having issues.

I know they're meant to be slightly hard to find and can potentially roam over their whole cities but one of mine missing is the Rawl'Kha target and it's seriously difficult to not find someone in that place. It's tiny. I've spent hours in there now, relogging to try and change instance but they have never shown up.

As I recall, Rawl'Kha's is one of the most annoying to kill. They do wander around through the market, and even if you know exactly where to snuff them, it can be aggravating to find them.

If it's working as intended then fair enough, I appreciate it's one of those that's meant to be frustrating to an extent but struggling to believe that I've missed the Rawl'Kha guy in particular, considering how small an area it is to cover and the sheer amount of time I've spent there.

I'm honestly not sure. I mean, I got it back shortly after DB launched, and haven't chased after it on an alt. But, I do remember Rawl'Kha, and Windhelm being particularly aggravating.

There are some good you tube videos that helped me find the targets.

Also you will notice other people are hunting your targets and it gets competitive.

Try to find a day or time or instance that is less populated near your target location.

I've seen numerous guides so I think I've got a fair idea of where they spawn but I agree I should try find a quieter time. Not an easy thing to do on Xbox EU for Rawl'Kha.

With Rawl'Kha, you don't need to worry about other players being there, just keep an eye out for other players moving around in stealth.

Sorry, it didn't occur to me to point out that, yes, Litany of Blood is a semi-competitive achievement. The only time I ran into real problems with that was in Evermore. The target there is very easy to find, and then I would be left waiting for her to respawn.

I did this about 3 months ago on Xbox.. if it's working on xbox then chances are it's fixed for everyone. Thing is though someone was spawn killing my last target until I told them to stop being a *** and let me finish..maybe someone is killing your rawl mark, try in off peak hours.

Thanks for the suggestions chaps. Getting resigned to this being a bug though; other people in chat are able to see the NPCs but not showing for me for some bizarre reason.
