2 Questions about "Shroud of the Lich" Set Proc

Hey guys,
I have 2 questions concerning the Lich-Set

1.
Are the passive abalities (which increase magicka-reg % (like the light armor, vampirem aldmer passives)) also increase the magicka-reg-proc of the Lich-Set??
2.
When the magicka-reg is starting to proc and you are swapping weapons so you dont have the (5)-Set-Bonus anymore ... do you still have the regeneration going on?

✭Yes, it's one of the best sustain sets for staff user because it can be back-barred. All sets that proc a timed effect work the same way.0
