Being able to upgrade jewelry would change balance as you can farm blue in normal dungeons / trials and upgrade.
adding jewelry to crafted sets would have a far lower effect: it would let you run one crafted set in purple / gold and one purple/ gold dungeon / trial set from normal runs.
