Xbox store purchase isn't availiable to all GTs

I understand if purchasing certain items from the crown store may be restricted to the account/gamertag that bought it, but I bought ESO Gold edition through the MS Store.

Every game title, from every studio, I've ever bought on the MS Store has been availiable to every gamertag/account on my home system until now. Every account has alwats had access to play not only the game I bought, but the version/edition I bought as well.

Why is it that my family has access to ESO core, but not the Gold edition extras?

This isn't an issue with the game, but with Microsoft itself. Several games have had similar issues in the past. I would suggest you contact Microsoft support and ask them about this.

The quote above is false.
The developer gets to decide if add-on content is available to the main account or family share program. ZeniMax locked any and all of their add-on and dlc to one person, therefore contacting Microsoft Xbox is very bad advice as they will direct you to ZeniMax.

The solution is to buy dlc for all other accounts separately via the crown store or Xbox one store via the gold bundle (i.e. A new game) unless you purchase the disc and use the dlc code if available anymore.
