Basically, it just comes down to experience, statistics, and a little selfishness on the part of the players leaving. ZOS has added both the equivalent of government subsidies (using group finder is something like a 30% power boost) and also punishments (15 min timer for leaving formed group) but it hasn't been enough to keep the risk pool from becoming toxic. Sure it might be better than a certain risk pool in a certain countries healthcare system but it is still pretty toxic. See, look at how much you can learn about how the world works playing an MMO.
As said above, when the glitch happens and your info tells you 'queued' rather than 'in progress' you need to quit. Otherwise you don't get the XP.
It's really annoying that ZOS can't get this fixed. It was working reasonably well until Homestead patch. Why have their repair efforts actually resulted in the system getting worse?!?
