Is the Ability Interrupt of Crushing Shock and Venom Arrow on a 4 second Cooldown?

As in, were I to use Crushing Shock or Venom Arrow on a player repeatedly, would I be able to interrupt their ability casts with no cooldown, or would it be a similar cooldown as with stuns?
