Marksman Sword Argument

Hello. Could one of you fine learned folks settle an argument please? Can I purchase (with AP) a Marksman Great Sword from the Hew's Bane Random Box Vendor in Cyrodiil?

    They used to exist but "smart loot" have removed them from the game. Now it's just bows.

    The game doesn't generate new marksman swords anywhere. But players might still,have unbound ones from before they're selling in guild stores. But I doubt these would be easy to find at this point.

    But... I've been told that they are no longer loot and that they can be bought with AP.
