Should Undaunted Pledges change requirements?

Should ZOS change player requirements for taking on Undaunted Pledges or using the Dungeon Finder?
It seems to me that maybe a character level restriction (currently at level 45) isn't the way to go. Maybe a player should reach a minimum CP level first to take on the Undaunted Pledges or to use the Dungeon Finder. Perhaps 300CP would be a good amount?
My friend and I got onto this topic after doing a few pledges with random people today. What do you think?

You think the system is working well and doesn't need change.

Small change. Level 45 players get access to Non-Vet dungeons. CP 160 - 200 players get access to vet dungeons.

Thoght this doesn't really matter as a commited player can get to CP 160 in just a matter of days if they just grind out XP with double XP potions/scrolls.

I think you should have certain reputation to attempt the hardest veteran dungeons. It would make dungeon more interesting if we collect prestige.

Normal dungeons are fine, bring whoever. Vet DLC dungeons however? There's a difference between a truly experienced player on a cp200 and some guy who farmed skyreach to get to 600 and his next priority is velidreth. Whoever is in charge for adjusting the group finder has the task and so far they are only keen on taking out the 15 min timer and not kicking your entire group out of the dungeon.

I've yet to have any issues with it. Not to say there are no issues at all, but I don't think the issues are the entry level requirements.

It seems most groups that fail are more down to player not knowing game mechanics or dungeon mechanics rather than level.

Well the dungeon finder itself don't work fine.
As I understand its also another issue in that the normal dlc dungeons don't have any requirements so an level 15 has an good chance for getting ICP who is not fun if you get lot of low level players :)

I would rather use achievements, so an new player would get the easiest dungeons first
Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.

I think the undaunted pledges is good the way it is. By level 45 (I think?) you should have some basic knowledge of how to run the particualr dungeons. Key word: "Should". It's not always the case and some people will need some instruction. What I do feel absolutely needs to changed about the group finder is the way it groups different levels of people together. Yes, everyone is boosted and scaled to 160, but the problem is when you have a level 10 and 12 running with you. Example: Girlfriend (cp 350) and I (CP 275) were running dungeons the other day. She is a healer, I was a tank. She focuses on pure healing and I focus on pure stopping power of incoming damage. Both our DPS are not necessarily the best. We got into a dungeon (can't remember which one it was) and we were grouped with two level 13's. At that level, even with scaling, their dps was minimal at best. We were pretty much running the dungeon ourselves and when the two of us rely on dps to take things out it made this dungeon unbelievably painful and slow. Took us almost 45 minutes to reach the final boss and we didn't even finish it because we could not put out enough damage.

Then there also lies the problem of the lower level folks who join a group full of CP toons and refuses to do anything and be carried. I am not running dungeons to carry people through. Everyone needs to pull their own weight. I really feel that groupd finder needs to have toons organized into groups of levels. Say every 10 levels. So like all level 10's through 15's in one, (the exception) then level 16 to 25, 26 to 35, 36 to 45, 46 to CP 10 (example) then everyone else after that.

Level 10 to gain access to normal dungeons.

CP10 to gain access to veteran dungeons.
