Yes, but you won't enjoy tanking with a bow (as the main weapon).The other Elder Scrolls game have been all about diversity. Sure, you can create a pure archer, but you can also use magic and a two hand sword if you wanted to.
In an MMO it will obviously be best "combos" (it makes no sense using a bow with a healer), but at the moment you can have any combination you like in ESO (that does not mean you will be the best in your class if you do not equip the correct weapon and use the best skills, but still, you CAN equip a bow to a tank if you want to).
