Who I think the Blade of Woe should work on (note that not all of these races currently appear in ESO):

All human races (Nord, Imperial, Redguard, Breton, Nede, Kothringi)
All mer races (Altmer, Dunmer, Bosmer, Orc, Maormer, Falmer, Ayleid, Chimer, Dwemer)
Many betmer races (Khajiit, Argonian, Imga, Goblins, Lilmothiit)
Many Akaviri races (Ka Po' Tun, Tang Mo, Tsaesci)

This list is entirely subjective and based primarily on what feels right to me. I may have missed one or two, but there are also ones that I left off intentionally that other people might have included (like Kamal, Dreugh, Lamia, etc).
