Help with prismatic enchants

So ive been hearing about prismatic enchants but outside of guild traders selling the complete glyph i dont know where they drop from
Where do they come from and are the runes bound?

You get the runes to make them from Imperial City, either dropped by the centre event there, treasure scamps or purchased with Telvar Stones.

Ok how hard or easy is imperial city? How many ppl are there usually? I play xbox eu

You'll have a tough time at first. You'll need pvp gear to deal with gankers and ap posing team members and then you'll need to learn to fight them off which is a whole different style. There are unsoloable bosses walking around, monsters are fairly tough. Once you get used to it and primarily used to pvp it's not bad. But it can be very frustrating at first.

If you don't fancy any of that, earn gold doing pve and buy hakeijo runes from guild stores

You can solo everything in the city and it's not hard at all, as soon as you know the boss mechanics and rotations (which is easily achieved)

But there is lots of competition at the moment. Everyone wants to farm, be it allies or foes. If you don't have to share your loot with plenty of other players of your faction, you will have to deal with enemies. PvP there is as good as unavoidable unless you are fine with getting the small yet safer loot inside the sewers.

Derailing question: are they worth it on destro DK? I've been using glyph of flame because Dunmer and DK gets myriad amount of bonuses on dealing fire damage.

No. not at this time. The spell damage weapon glyph is BiS on live server. I believe this is still the case for a dunmer DK fire mage.

Ok new question. Are the prismatic glyphs worth the trouble at all? While they give 3 traits they have half the boost a standard glyph gives

They are good for a well rounded build, since they give you everything. You will have enough health to not worry anymore and enough stamina to always break free and still good magicka or vice versa if you are a stamina build.
And the weapon glyphs of it are the strongest in the game, but they only work vs undead, daedra and vampires and werewolves (applies to enemy players too if they are one of the above)
